New licensing act
Comment on applications
The act is very clear about the conditions for a licence - this includes noise patrols, keeping doors and windows closed, good lighting, litter clearance etc.
However, as bars and restaurants can stay open all hours under the new act, we understand you may still have
concerns about noise and safety
late at night.

You can
view the Licensing Applications list
for new licences or variations.
Each entry in the list will tell you whether a local business (applicant) wants to change the terms of their licence, to close later for example.
How to object
If you want to object to (that is, make a representation about) an application, you must be:
an
interested party
, or
responsible authority
and:
object on the grounds of one or more of the
licensing objectives
.
You have 28 days after the application is published (this is the date labelled 'last date for representations' on the Licensing Applications list) to get in touch.
If you make a representation, you may wish to discuss this with
your local ward councillor
. You may also wish your ward councillor to represent you at the Licensing Sub-Committee hearing.

What to include
You representation must:
mention issues that relate to one or more of the four licensing objectives
describe precisely how you think the premises concerned are or would be contravening the licensing objective concerned
relate specifically to the premisses concerned
contain your name and address
reach the Council no later than the last date for representations given in the
Licensing Applications list
state that you wish for a named councillor to represent you at the hearing if you have spoken to your ward councillor about this.
Where to send it
Representations may be provided in written, signed form. We will accept email and faxed representations provided you give us your name and address so that we know you are in the vicinity. We are not allowed to accept representations made by telephone.

Important notes
If we receive representations, our
Licensing Sub-Committee
will determine the application at a public hearing. You will be invited to this hearing.

You should be aware that copies of any representation you send us are provided to:
the applicant
the Licensing Sub-Committee.
Your representations will also be published on this website.
If you would prefer us not to reveal your details to the applicant and on the website, we can remove your name and house number on your request.
Petitions
You can submit a petition, but please note that for it to be legally acceptable, it needs to:
contain a header outlining the name and address of the premises and the reasons for the representation at the top of every page
give the name and address of each signatory
only contain names and addresses of persons who live, and the business addresses of those who trade, 'in the vicinity' of the application premises
nominate a spokesperson to receive details about the hearings etc from the licensing authority and who may be willing to speak on behalf of the petitioners at the hearing.
We will not contact individual petition signatories. You need to therefore contact the individual signatories, if you deem it appropriate.
