Dog control order proposals

 
Dog Proposed: new dog control orders
While most dog owners take good care of their pets and are respectful of the environment, the new controls have become necessary to promote a cleaner and safer borough.
Our proposed new dog control orders would involve on-the-spot penalty fines of £80 for owners who:

  • fail to clean up after their dog
  • let their dog off the lead in designated areas.
Depending on the results of the public consultation which ended on 9 July 2008, the new measures are expected to be piloted on certain estates and parks later in the summer. If successful they could be rolled out next year across the whole borough.

Key proposals

Key proposals include the following:

Exclusion areas

Dogs to be completely excluded from:

  • Well Hall Pleasaunce, Eltham
  • all 23 Council-run children’s playgrounds in the borough
  • both of the skate parks run by the Council.

Control orders in parks

Dog control orders to be piloted in four areas:

  • Plumstead Common
  • Winns Common
  • Sutcliffe Park
  • Oxleas Woods.

The controls will involve penalty fines for owners who fail to clean up their dog’s mess, or who don’t put their dog(s) on a lead when instructed to do so by an authorised officer.

Individual owners will be not be allowed to have more than four dogs under their control.

Certain areas within each park will be designated as dog exclusion areas.

Control orders on housing estates

Dog control orders to be piloted on two housing estates:

  • Glyndon Estate, Plumstead
  • Flowers Estate, Abbey Wood.

The controls will involve penalty fines for owners who fail to clean up their dog’s mess, or who don’t keep their dog(s) on a lead.

Control orders on public highways

Dog control orders measures will be on all public highways in the borough. The controls will involve penalty fines for owners who fail to clean up their dog’s mess, or who don’t keep their dog(s) on a lead.

Individual owners will be not be allowed to have more than four dogs under their control.
