Dog Control Orders

 
The Council has introduced Dog Control Orders to tackle anti-social behaviour caused by irresponsible dog owners and reduce incidents and accidents involving dogs.

The Orders

Make sure your dogs do not cause nuisance to others by complying with these Orders.

  • When your dog has fouled, clean it up immediately
  • Do not walk more than four dogs at a time
  • Always keep dogs on a lead except in places where dogs are allowed off the lead
  • Put and keep dogs on leads when an authorised officer asks you to
  • Do not take dogs into areas where they are prohibited
Please note that different orders are enforced in different parts of the borough.

Exemptions

Certain people with disabilities are exempt from some Dog Control Orders. For full details, download Dog Control Orders in full.

Professional dog walkers are NOT exempt from Dog Control Orders.

Report a breach

If you witness a breach of Dog Control Orders, or if you encounter a dog behaving aggressively, report it immediately.

Enforcing the Orders

The Clean Neighbourhood and Environment Act 2005 gives the Council powers to tackle and prevent nuisance and danger caused by badly trained or controlled dogs.

The Council's authorised officers, as well as police officers and Police Community Support Officers, are authorised to issue on-the-spot fines.

How we enforce Dog Control Orders

Signs and pavement stencils

To remind people about Dog Control Orders, the Council has put up signs in parks, children's playgrounds and the two pilot housing estates.

We will also be using pavement stencils where we receive complaints about dog fouling.
