Comprehensive Performance Assessment
Comprehensive Performance Assessment (CPA) is about helping local Councils improve services for their communities.
The
Audit Commission
assesses each Council annually and provides an overall CPA rating, an explanation of how the rating was reached and recommendations for improvement. See our How It Works CPA page in the menu on the left for more.
Good service delivery 2003 and 2004
In 2003, Greenwich Council was rated 'good' overall (on a scale of excellent/good/fair/weak/poor) by the Audit Commission. In 2004, the Council retained that rating.
Three star performance in 2005, 2006 and 2007
Greenwich was rated as a three star Council which was 'improving well' under the
new and harder CPA
in 2005, and again in 2006 and 2007.
Judgements are reached by looking at:
1 How Greenwich's main services perform
Greenwich "is a Council that is improving well and demonstrating a three-star overall performance." See the
Greenwich Council 2007 scorecard
on the CPA website for more detail. The scorecard pages explain how Greenwich's service performance and use of resources were analysed to reach CPA scores.
2 How Greenwich is run
The Audit Commission issued the report from its 2006 Corporate Assessment inspection in July 2007.
It concluded that “Greenwich Council is performing well. With its partners, it has developed clear and challenging ambitions for the borough.
"The Council's ambitions focus on making Greenwich the place in which people will wish to live, work, learn and visit through a major programme of physical and socio-economic regeneration.
Along this journey, the Council is improving services well within many priority areas, and it has delivered some major achievements in improving the quality of life for its residents.”
