The Government first required Councils to publish their performance plans in 2000. Local residents were the target audience.
The aim was to give local residents the opportunity to judge how well their Council was performing, how their Council compared with other Councils, and what their Council promised in terms of future improvements and actions.
However, the Government since recognised that the Performance Plan is also an important internal planning document, which can be used by Councillors and Council employees to plan, monitor and improve services. The Government now sees Councillors and Council officers as the primary readers and users of the Plan.
In Greenwich, we continue to prepare our Performance Plan in a format which we hope will be accessible to our residents and the partners with whom we work, as well as for Councillors and Council officers.
We seek to ensure that it is an informative and useful document for the public as well as being an important tool for service improvement to be used by the Council itself.
