The Performance Plan includes comparisons with the national average and the national top quartile/best performing Councils.
The top quartile is the first division of Councils, with the top 25% in the first division, the next 25% in the second division (second quartile), the next 25% in the third division (third quartile) and the
bottom 25% in the fourth division.
The top quartile figure is the performance level, which is needed to be in the top division.
Visit the Department of Communities and Local Government website to see performance levels across all Councils in the statutory Best Value Performance Indicators (these are the indicators that each Council must collect and publish in their own performance plans).
