Best Value replaced the previous legal duty of Compulsory Competitive Tendering (CCT). With CCT, a number of local government services involved private sector competition.
This was based on the idea that tendering Council work in competition with the private sector would lead to better, more cost-effective local services.
Best value principles
The principles of Best Value are that competition alone will not lead to continuous improvements in services. Competition is just one of a number of methods available. Each Council, and each service in Councils, must look at all those methods when deciding how best to improve services.
Best Value applies to all Council functions, where CCT applied only to a limited range of activities.
