What happens next?

 
You can find answers to questions that were asked by members of the public, prior to the redevelopment of the Millennium Dome, on this page.

Questions seven to twelve are listed here. These questions relate to events that may have occurred if the Council had won its bid for a regional casino licence.

Question seven

If Greenwich wins its bid for a regional casino licence, would there be an open competition for the operator?

Answer: Yes, open competition would take place for operator should we receive and provisionally grant more than one casino premises licence. It is anticipated that details of the procedure for this will be published on the DCMS website.

Question eight

Have we always understood this to be the case?  (CAP chooses area, then local application process takes place to which all are invited)

Answer: Yes, it's in the legislation and we confirmed our intention at the Examination in Public in August 2006.

Question nine

Can you also confirm that further planning permission will be needed for a casino at the Dome?

Answer: Yes - Should a regional casino licence be granted for Greenwich, potential developers would be required to submit a planning application for a regional casino. In fact, once regional casinos became the subject of discussion Greenwich Council lobbied the government to remove casinos from D2 planning use.

However, at the time this was not an issue for us as under the legislation at the time governing casinos, Greenwich was not an area where a casino would have been permitted.

Question ten

Has planning permission been granted to AEG to build a casino in the dome?

Answer: In November 2004 the Council granted planning permission for a structure to be built over the service yard at the dome. This permission allows the structure to be used for leisure, sports and entertainment use.

Question 11

Has Greenwich granted a licence for a casino at the Dome?

Answer: No. Should Greenwich be successful in its bid for a regional casino, there will then need to be application for a licence. A full licensing process, including community consultation would follow this. The Council will invite applications. If more than one licence application is received then a competition will be held to determine which company should operate it. Any license will take appropriate account of community views and will include pertinent conditions.

Question 12

Has work started on building a casino at the Dome?

Answer: As part of the building work for the arena, we understood that the developers have had to put in place a raft that would enable the arena to be serviced. We also understand that this raft could support any future casino, should it be approved.

The raft/platform/deck has been erected above the service yard. There are two levels under the deck comprising:

At ground floor there will be a service yard, employee support facilities and a sports cafe located at the main entrance to the Dome.

At mezzanine level there will plant, support staff catering and administrative offices and the upper floor to the sports bar.

At first floor the raft has a shell structure in place but this has not been enclosed as the developers are awaiting the outcome of decision on the casino.

All current building work has planning permission.
