How do I appeal?

 
There are two types of Council Tax appeal: Banding appeals in which you disagree with the property Band; and appeals in which you think you are not liabile to pay Council Tax.

Banding appeals

If you disagree with the Band that has been applied to your property, then you can appeal to the Listing Officer.

Appeals can only be made where:

  • there has been a significant change to a property
  • there has been a new taxpayer for less than 6 months.

Making an appeal does not allow you to withhold payment of any tax owing in the meantime.

If you are successful, you will be entitled to a refund of any overpaid tax.

Appeals against liability

You may also appeal against being billed if you consider that you are not liable to pay Council Tax. For example:

  • you are not the resident or owner
  • the Council has turned down your application for an exemption or discount 
  • the Council has calculated your bill wrongly.
Your first appeal must be made to the Council, in writing, stating your grounds for appealing.

If your appeal does not succeed you then have a further right of appeal to the Valuation Tribunal. Appeals to the Valuation Tribunal should be made to:
