Not necessarily. If you pay the full amount of the summons (including the costs) before the date of the hearing, the matter will proceed no further.
The court has no power to allow you time to pay and cannot consider such a request. If you are unable to pay in full and want to make an arrangement, you should contact the Council Tax Section immediately on receipt of the summons.
The Council will normally agree to an arrangement provided you supply details of your income, but it will still ask the court to grant the Liability Order. If an arrangement is agreed with the Council at this stage, no further action will be taken once the order has been granted provided the agreed repayments are kept to.
