What is the Overview and Scrutiny Committee responsible for?

 
This Committee monitors and reviews Council services and performance to make sure that local needs and service standards are met.

The Overview and Scrutiny Committee also monitors decisions made by the Council's Cabinet. Its members can ‘call-in’ a decision made by or on behalf of the Cabinet that has not yet been implemented. Calling in a decision means examining a Cabinet decision to decide whether or not the decision was appropriate.

The Cabinet and the Council may also consult the Overview and Scrutiny Committee, and the Council's Scrutiny Panels, about upcoming decisions and policy development.

  • The Council's performance management framework
  • Outcome of the Council's annual Comprehensive Performance Assessment and any follow-up action arising from this
  • Achievement against the PSA targets
  • The Comprehensive Spending Review at a corporate level (although detailed elements of scrutiny will rest with the Finance and Central Resources Panel).
  • Neighbourhood Renewal
  • The Greenwich Strategy
  • Budget Framework
  • The calling-in of Cabinet and delegated key decisions
  • Ensuring the annual work programme for the Overview and Scrutiny function is completed 
  • Monitoring achievement against the Local Area Agreement
  • Annual reports

Performance monitoring

The full Committee takes lead responsibility for scrutinising the Council's general performance. If performance has been poor in particular area, the committee will monitor a range of performance indicators to make sure the Council's reputation, status and funding opportunities are not at stake.
