Differential parking penalties

A new London-wide two-tier parking penalty scheme - with penalties awarded based on the seriousness of the contravention - was introduced on 1 July 2007.
This came after extensive consultation by London Councils and Transport for London (TfL) with the public, motoring organisations and other interested parties.

Higher penalty for serious parking offences

More than 80 per cent of respondents said that acts of illegal parking caused major disruption, frustration and danger to other road users should be penalised more heavily than others.

Under the new scheme, more serious (higher level) cases of illegal parking will attract a higher penalty. Some examples of serious contraventions include:

  • parking at bus stops
  • parking on pedestrian crossings
  • parking in safety zones outside schools
  • parking on yellow lines
Less serious (lower level) contraventions - such as over-staying a parking meter - will result in a lower fine.
