Who can apply for a Blue Badge?

 
The Blue Badge scheme is aimed at people with disabilities who travel as drivers or passengers.

Automatic criteria

You can apply if you:

  • receive the higher rate of the mobility component of the Disability Living Allowance

  • receive a War Pensioners' Mobility Supplement

  • use a vehicle supplied for disabled people by a Government health department

  • are registered blind
If you apply for a Blue Badge using one of the automatic criteria, make sure you provide evidence that you meet the criteria.

Severe disability in both upper limbs

You can also apply if you have a severe disability in both upper limbs and regularly drive a vehicle BUT:

  • cannot turn the steering wheel of a vehicle by hand even if that wheel is fitted with a turning knob 

  • or are unable to operate (or have considerable difficulty operating) some or all types of parking meter.

Permanent and substantial disability

If you have a permanent and substantial disability you may be also be eligible.

An example of a permanent and substantial disability is when you are unable to walk or have considerable difficulty in walking.

We will ask you a series of questions to determine whether you can apply for a Blue Badge.

If you have a mental health need or learning disability, you do not qualify for a Blue Badge.

Parents of a child with a medical condition

Your child may be eligible for a badge if he or she is less than two years old and has a specific medical condition which means that the child:

  • must always be accompanied by bulky medical equipment, which cannot be carried around without great difficulty

  • needs to be kept near a vehicle at all times, so that he or she can, if necesssary, be treated in the vehicle or quickly be driven to a place for treatment (such as a hospital)
