Who is eligible?

 
To apply for a Freedom Pass as an eligible disabled person, you need to be qualify under one of the automatic criteria or provide proof to show that you meet one of the secondary criteria.

Automatic criteria

You automatically qualify for a Freedom Pass if you:

  • receive the higher rate mobility component of Disability Living Allowance or
  • receive a War Pensions Mobility Supplement or
  • are registered blind or partially sighted or
  • are on the borough's disability learning register.

Secondary criteria

You may also qualify if you can provide sufficient evidence to show that you:

  • are profoundly or severely deaf or
  • are without speech or
  • have difficulty walking or 
  • have no arms or has lost the use of both arms or
  • have a learning disability with significant impairment of intelligence and social functioning or
  • are not physically fit enough to be granted a driving licence (except for refusal because of drug or alcohol misuse).

Parents

If you think your child is eligible for a Freedom Pass, you can apply for one on his or her behalf. Childen under five years of age do not need a Freedom Pass to travel free on buses and trains.

People over 60

You can also apply for a Freedom Pass if you are aged 60 or over. You DO NOT need to be disabled.
