The Freedom Pass allows holders to travel free across London on:

  • buses
  • tubes
  • trains 
  • trams
  • Docklands Light Railway
  • many Thames river boat services

Who can apply?

You can apply for a Freedom Pass if you are 60 and over or if you are an eligible disabled person.

Once we receive your application for a new pass (or to renew an existing pass), it can take six to eight weeks before you receive your Freedom Pass.

How to appeal

If you are refused a Freedom Pass you can appeal. Please put your appeal in writing to the Mobility Team and enclose supporting information from a GP or consultant. If you are refused a pass again, you must wait six months before re-applying if circumstances change.

Renewals and replacements

If you have an older person's Freedom Pass, visit the post office to renewal your existing pass or apply for a replacement pass. There is no need to inform the Council.

For disabled person's Freedom Pass

  • Renewing your pass

    Freedom Passes have a set renewal date every two years regardless of when you received your Freedom Pass.

    If you are a disabled pass holder, you will receive a renewal application form in the year of renewal. To renew your pass, return the completed form before the stated deadline.

  • Applying for a replacement

    Report your lost or stolen Freedom Pass immediately to the police, who will give you a crime or lost property reference number.

    We will ask for the number when considering whether to issue a replacement pass.

    To request a replacement pass, send a letter to the Mobility Team.

    Your letter should contain:

    • an explanation of how it was lost
    • a hard copy of the lost/stolen report from the police 
    • the badge holder's signature
    • the badge holder's photograph
    You can use the same photograph as the one in your previous pass if your appearance has not changed since it was taken. If you have trouble getting into a photo booth, you may submit a standard photograph that can be cut to passport size.

Faulty passes

If you find that your pass is faulty, send it to the Mobility Team along with a covering letter. Remember to state your name, address, date of birth and what is wrong with the pass. 

We will send you a new letter of authorisation so you can pick up your replacement pass from the Post Office.
