What is a Unitary Development Plan?

A Unitary Development Plan sets out a vision for providing new homes, jobs, transport and local services, whilst also protecting the environment.
The Greenwich Unitary Development Plan, together with the London Plan, forms the current development plan for our borough.

Every planning application to build something new, or change the use of land or buildings in Greenwich, is considered against policies set out within this plan.

This makes the document very important for our environment - now and in the future.

Current, previous and future development plans

The current UDP was adopted on 20 July 2006.  Under the Planning and Compulsory Purchase Act 2004, all policies contained in the Greenwich Unitary Development Plan (UDP), are saved for three years from the date of adoption, i.e. until 20th July 2009.

To save policies beyond this date, it was necessary to apply to the Secretary of State.  Saved policies have to comply with the following criteria, as set out in Planning Policy Statement 12 (PPS12): 'Creating strong safe and prosperous communities through Local Spatial Planning' (paragraph 9.2i):

  • where appropriate, there is a clear central strategy
  • policies have regard to any sustainable community strategy for the area
  • policies are in general conformity with the regional spatial strategy or spatial development strategy (London Plan) 
  • policies are in conformity with the core strategy development plan document
  • there are effective policies for any parts of the authority’s area where significant change in use or the development of land or conservation of the area is envisaged 
  • policies are necessary and do not repeat national or regional policy.
On 15 July 2009, Government Office for London issued a direction to extend the life of some of the Greenwich UDP policies and site proposals.

The following tables provides a full list of all UDP policies and Site Schedules, along with their current status (ie saved / not saved), and where they are not saved and where relevant, other national and regional planning guidance that can be referred to.

The saved policies are carried forward until replaced by the Local Development Framework. 

Land and building development plans

The previous UDP, which was adopted in 1994, is no longer relevant for planning purposes.

Supplementary Planning Documents

The UDP is complemented by supplementary planning documents and guidance. These documents are not part of the statutory development plan, but they will be part of the Local Development Framework.

They provide further detail on the implementation of particular UDP policies and proposals.
