Decent Homes is a Government scheme that will bring all Council property up to a decent standard by 2010.

Huge investment

A quarter of a billion pounds will be invested in improving local housing stock, and many people have already benefited from home improvements and had their quality of life improved.

Progress so far

By 1 April 2007, 60% of Greenwich’s stock met the Decent Homes standard.

This was a significant improvement over four years – fewer than 20% of homes met the target in 2003. Over £200m is being invested between 2004 and 2011.

Phase 2: accelerating achievement

Phase 2 of the programme was agreed with local Housing Panels in 2003 and began in 2004 and 2005. Most schemes are now complete, and the remainder of Phase 2 will be completed in 2007 and 2008. The programme has been accelerated through prudential borrowing.

Phase 3: partnering approach

Phase 3 started in Summer 2006 and covers the period from 2006 to 2011. Four area-based partnering contracts are now in place for this programme. 

In total, over £110m is being invested in the Phase 3 programme.

Sheltered housing and extra care

The Council's Cabinet agreed this year to consult on an Older Adults' Housing Strategy and associated investment into sheltered housing.

The Council's Neighbourhood Services and Adults and Older People’s Directorates are working together to take this forward:

  • The rehousing of some Richard Neve House residents is underway so that the scheme can provide some extra care places. Architects have been appointed to work with our in-house contractor to deliver these works.
  • Works are being identified to bring other sheltered schemes up to Decent Homes and DDA standards. These again will be delivered through our area-based partnering contractors.
  • We are developing a long-term programme to consult residents where schemes would need further modernisation to create better homes with improved space standards and private facilities. 
In some cases, this review may conclude that such modernisation is not cost-effective and changes of use may need to be considered.
