Scrap metal licence
By law, in order to carrying on a scrap metal business, you need to obtain a licence from the Council.
You are considered to be carrying on a scrap metal business in Greenwich if one of the following is true.
You have a scrap metal store in the borough of Greenwich.
You do not have a scrap metal store, but your usual place of residence is in the borough of Greenwich.
You do not have a scrap metal store, but you occupy premises in the borough of Greenwich that are wholly or partly used for dealing in scrap metal.
The registration period
Registration as a scrap metal dealer lasts for 3 years. It must be renewed on or before the expiry date if the registered person wishes to carry on as a scrap metal dealer.
The Council must be notified within 28 days of any alterations to a registered person's or business particulars, or if the business ceases to operate.
How to apply for a licence
You need to complete the application form and post it back to us at the address given on the form. To obtain the form, you can either:

Where appropriate, we will send a licensing officer to check your premises.
If the officer is satisfied that everything is in order, we will issue you with the licence.
Rights of entry
The police have a right at any reasonable time to inspect registered premises, records kept on those premises and scrap metal kept on the premises.
The Council has powers of entry to find out if premises are being used as a scrap metal store.
Offences and penalties
Any person found guilty of failing to register a scrap metal business, or failing to notify the Council any alterations to a registered person's or business' particulars, can be fined up to £1,000.
Any person found guilty of failing to notify the Council that a business has ceased can be fined up to £200.
Any person found guilty of failing to keep the proper prescribed records can be fined up to £1,000.
Any person found guilty of acquiring scrap metal from a person under the age of 16 can be fined up to £200.
Any person who obstructs the entry of an authorised inspector or fails to produce any book or document which the officer has a right to inspect can be fined up to £200.
If a person is convicted of failing to register or failing to keep records of dealings, the Court may make an order imposing restrictions on the dealer for up to two years.
