Changing your existing Club Premises Certificate

You need to:

1. Read the guidance

You can download the Guidance document - varying your existing Club Premises Certificate.

2. Complete the application form

You can download this form from the Department for Culture, Media and Sport website, or contact us and we will send one to you.

3. Submit your application

Send the application to us (see contact us for the address). You also need to send us:

  • the application fee (a cheque payable to Greenwich Council) – see the Licensing Act 2003 Fee Schedule
  • a plan of the premises (if you are applying to change the layout of the premises in any way) – see the Submitting a plan page, and
  • the original Club Premises Certificate (Parts A and B) for the premises.

4. Inform the responsible authorities

You need to post a copy of your application form, the plan of the premises (if applicable) and the original Club Premises Certificate to all the responsible authorities.

5. Advertise your application

For more details see Advertising your application.

Additionally, the Council will write to all residents living within 100 metres of your premises to advise them of your application.

6. What happens next?

Any of the responsible authorities or interested parties are entitled to make representations about your application, providing they are relevant to any of the four licensing objectives.

They may do this within a period of 28 days beginning with the day after you submit your application.

What happens if relevant representations are made?

  • If representations are made, we will initially try to mediate between parties.
  • If mediation fails, the Council’s Licensing Sub Committee will determine your application.  The Committee is comprised of elected Members of the Council.
  • You will be invited to attend the meeting to give evidence, answer questions, and call any witnesses.
  • The Committee will listen to evidence from both sides before deciding whether to grant the variation. They may grant it as requested, grant with conditions (provided these are relevant to the licensing objectives) or refuse your application.

Appeals

If you are dissatisfied with a decision made by the Council, you may appeal to the Magistrates Court for the petty sessions area in which the premises are situated, within 21 days of being notified of the Council’s decision.
