The assessment criteria for each procurement exercise are established prior to the return of proposals, so that the proposals can be assessed independently against the required criteria.
Proposals are usually assessed for Price and Quality. The lowest priced proposal may not meet the quality needs of the contract, which are agreed in advance of the proposals being received.
