Sustainable issues in procurement

The National Procurement Strategy for Local Government 2003 says that procurement should be used to help deliver corporate objectives such as the economic, social and environmental (sustainability) objectives of the community plan and that every Council should build sustainability into its procurement strategy, processes and contracts.

UK to lead EU

The Government has set a challenging target for the UK to be an EU leader in sustainable procurement by 2009. The Government's Procuring the Future action plan includes a recommendation that all public sector organisations must reach by December 2009.

We have adopted a Draft Environmentally and Socially Responsible Procurement Policy to address the key themes of the National Strategy and the recommendation from the Government Sustainable Task force.

Timber policy

From 1 April 2009 the Council adopted the Government timber procurement policy which requires that Council construction projects and properties must only use timber and timber products originating from:

  • independently verifiable legal and sustainable sources
  • OR a licensed Forest Law Enforcement, Governance and Trade (FLEGT) partner
We are committed to using sustainable timber and we require:
  • contract officers and administrators
  • construction professionals
  • consultants
  • contractors
individually and jointly to demonstrate that their projects use only sustainable timber.

The most effective way of doing this is by using timber with a Chain of Custody (CoC) certification allowing the timber to be traced to its forest of origin.
